The Office of National Water Resources, Region 4 held the first meeting of the Committee for Selection of Expert Basin Directors in the Southern Western Basin on Tuesday, December 21st, 2021 through the Video Conference system and the second meeting on Wednesday, March 2nd, 2022 at Sri Trang Room, 3rd floor, Trang City Hall. Mueang Trang District, Trang Province.
It has been announced the appointment of Assistant Professor Chayanat Buathongkua, a lecturer in the Civil Engineering Program, College of Industrial Technology and Management, Rajamangala University of Technology Srivijaya, as an expert on the Western Southern River Basin Committee serving as a river basin committee. It has the following duties and the authority regarding water resources management in the river basin area:
(1) Prepare a master plan for the use, development, management, maintenance, rehabilitation and conservation of water resources in the river basin and submit it to the National Water Resources Committee (NWRC) for approval.
(2) Prepare a plan to prevent and resolve drought conditions and a plan to prevent and resolve flooding conditions and submit it to the National Water Resources Committee (NWRC) for approval.
(3) Consider the amount of water use, water allocation and prioritize water use in the basin area and control water use in accordance with the framework, criteria and guidelines set by the National Water Resources Committee (NWRC).
(4) Set criteria and regulations for the use, development, management, maintenance, rehabilitation and conservation of water resources in the basin area, subject to the framework and guidelines set by the National Water Resources Committee (NWRC).
(5) Approve the permission to use the second type of water under section 43 and the revocation of the permission to use the second type of water under section 54.
(6) Consider and submit opinions regarding inter-basin water diversion to the National Water Resources Committee (NWRC).
(7) Propose opinions to the National Water Resources Committee (NWRC) regarding plans and projects for any operations related to water resources in the river basin.
(8) Receive complaints, mediate and arbitrate disputes between water users.
(9) Coordinate with government agencies and local government organizations involved in enforcing laws related to the use, development, management, maintenance, rehabilitation and conservation of water resources and laws regarding water pollution in the basin area.
(10) Promote and campaign to create awareness among the people in the use, development, management, maintenance, rehabilitation and conservation of water resources in the river basin.
(11) Perform any other operations as specified in this Act or as determined by other laws to be the duties and the authority of the River Basin Committee or as assigned by the National Water Resources Committee and has also appointed a working group to the River Basin Committee as follows:
– Sub-committee for consideration and screening of water resources project plans in the southern western river basin area in the position of vice president.
– Sub-committee for consideration and screening of water management in the southern western river basin in the position of chairman
– The working group supervises the academic and technical aspects of the project to review the plan to prevent and solve drought conditions and the plan to prevent and solve flooding in the southern western basin as a working group.
