By allowing that employers or business owners and government agencies shall employ persons with disabilities in roles that match their job characteristics, in a proportion appropriate to the number of employees in those businesses or government agencies.

1. Every employer or owner of a business establishment must count the total number of non-disabled employees. If there are branches, they must be counted together.

2. If the number of employees is 100 or more, persons with disabilities must be hired to work at the ratio of 100 non-disabled employees to 1 disabled person. Those remaining fraction of 50 employees must hire 1 additional person with a disability (100 people: 1 person, 151 people: 2 people).
