Rajamangala University of Technology Srivijaya (RMUTSV) sets the employment rights of its university employees by borrowing heavily from civil service rules. The 2018 Regulation on Personnel Administration for University Employees says nothing about outsourced or agency-supplied workers.
Rights modeled on civil servants. Employees paid from the university's budget receive benefits "by analogy" with those of civil servants in higher education institutions. These cover leave, pay during leave, overtime pay, travel expenses, meeting allowances and overseas travel. Working hours, public holidays and annual leave follow the Cabinet's rules for civil servants. Employees are also covered by social security law, and the university's personnel committee may grant additional benefits and welfare where it sees fit.
Pay kept in line with the market. The personnel committee must review pay and benefits to keep them fair and standardized. It must consider changes in the cost of living, private-sector pay and civil service salary scales.
Equivalent treatment in hiring and discipline. Recruitment, job classification and discipline also follow civil service principles, with competitive exams or selection as the entry routes. Discipline mirrors the civil service system. Staff can appeal to the University Council within 30 days and then to the Administrative Court.
Exceptions. Employees hired only for a specific task or period follow the terms of their own contracts for hours and holidays. Staff hired for special expertise may be paid at rates negotiated with the personnel committee's approval.
The outsourcing gap. The regulation defines a "university employee" as someone hired under a university contract and paid from the budget. Workers supplied by outside contractors, such as cleaning, security or IT services, are not covered by these rights and fall under their own employers' contracts and Thai labor law.
